It took a little work to find, but this blog offered some insights into the California WIRED initiative:

[Ms. Andrea] Seastrand [Executive Director of the California Space Authority(CSA)] stressed the role of CSA in education and workforce programs. We talked about the WIRED Initiative which you can read about their website, http://www.californiaspaceauthority.org. Our discussion also highlighted the Space Education and Workforce Institute, CSA and the entrepreneurial space community as well as the traditional aerospace industry, the importance of understanding risk and making sure that we somehow control the risk perception with our elected officials and policy makers.

The CSA WIRED website is lean (in fact, they have an RFP up for a new WIRED website, proposals due November 6), but they do offer a link to a PDF of their current WIRED brochure. The idea of integrating the space industry with the concepts of workforce and entrepreneurial development is very intriguing. It will be interesting to see how this project fares.
